To win a battle or win a war, and especially to win the peace, leaders, who are real leaders, know that complaining and merely exposing the corruption or crimes of the opponent, is not good enough.

Perhaps a lesson from Abraham Lincoln here will be useful in this battle. Lincoln, in the mid-1850s, made clear that only by a focus on the principles of the U.S. Declaration of Independence could a new party be successful. He knew that merely attacking slavery would not unite the northern population, and would limit the more general appeal of the Republican Party. He was successful in making the sole policy of the new party the Declaration of Independence and its principle as it stated: ‘We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.’”

There are every day now more than 100 articles in the press on the drought and the fires. Rather than give a report that any of you can get first hand by doing a little searching, I want to focus this week on two things: First, what was not done 40 years ago to complete the California State Water Project, that had those projects been built would have provided today some additional water storage for the state, alleviating some of the problems we have with this drought.

Secondly, to provide some discussion of the medium term projects that can provide new water and new storage for the state.

In some of my recent reports I have presented in some detail the two major long-term projects that can provide 100 years of water for not only California, but for most of North America, but that will require a virtual revolution in the economy and the political leadership of the nation. So, we will put them aside for now. Those projects were on the agenda in the 1960s and early 1970s, with Congress actually debating a bill for building the North American Water and Power Project. And President Kennedy had actually put in motion, and the Atomic Energy Commission had signed a contract with the Metropolitan Water District of Southern California to build the first of a series of nuclear-powered desalination plants. The shift from a production, scientific, infrastructure building economy in 1971, along with the rise of anti-human environmentalism, killed both projects.

Following that we will cover the drought and fire situation.

This report will conclude with a report on the Recall Governor Newsom campaign and status.
